In the extension repopsitory are listed thousands of them. Like Joomla TYPO3 is published under the GPL.
Both frontend and backend can be customized to a specific language. The rich text editor in the backend enables an comfortable customising of textes. A big advantage of TYPO3 is the big flexibility for webdesign and extension integration. The capability of TYPO3 is nearly unlimited, but for developing websites the cms asks a lot of deeper knowledge. If you are planing a complex website and don't want to be limited in matters of scalability, TYPO3 is your first choice. If you don't need that much complexity and you're searching for a simple and easy to control interface, then maybe you should check out Joomla instead.
